When Communism Meets Liberalism : A New Political Ideal...

My business partner (Mr Seketeli) told me about the idea he had of a society. His ideas (if he succeeds in all of his business ventures, the politics will be the next step he'll take) would be implemented in Africa first.

It's a very interesting concept to say the least however it has a lot of ups & downs. In any case I'd like to know if you'd like to live in that society (or not) and why :

He studied communism and capitalism and all the other kind of political ideal mankind created up until now. All of them sooner or later collapsed or are in a profound crisis (e.g : The G8 countries).

So why not take "the good" of those ideals and gather them all in a single new ideal :

  • Africa will have to be united (all the 53 countries) under one flag, one border, one army, one currency, one passport, one president, one nation : The African Nation...
  • All of the actual presidents will have to resign so that the new generation take control
  • The presidency will have to be 1 term only (6 years or so) so that the president doesn't think about re-election and campaigning in the middle of important reforms
  • There will be 4 branches instead of 3 : Executive, Judiciary, Legislative, Informative (the press, which will inherit more powers)
  • The main idea would be based on a highly taxed system. Let me develop : No one could exceed a certain amount of money (5 million for example). If you do have more than that (all of your assets, your inheritance (cars, bank money, houses...)), the surplus will be redirected to the federal government as some kind of tax. For example : If you have 1 million more than the limit amount, everything will go to the government but you won't pay some additional taxes on your incomes. Only the "Big Cut" will be done. But if you haven't exceeded that amount, the tax will be a ratio that the government comes up with. The ratio will depends on how much you make every year. The more you make the bigger the ratio will be and conversely.
  • Hospital (including drugs and every kind of medical expenses) will be free and private clinics will have to find a way (contracts with the government) not to charge a dime. This will be ENTIRELY paid by the taxes
  • School (from kindergarten to college) will be free (no private schools but a student selection program could be created in order to give the more eager minds room to nourish their full potential). This will be ENTIRELY paid by the taxes
  • Water is free (until a certain amount)
  • Electricity is free (until a certain amount)
  • Telephonic communication within Africa will be free (merely like Canada)
  • Companies within African Nation won't have the Big Cut taxes. Only the people could have that tax. A company could have a lot of money and exceed the limited amount but they will have to reinvest a certain amount of money (if they've exceeded a limited amount previously defined by the federal government) in Africa if they don't want to have a tax similar to the Big Cut tax.
  • An unemployed assistance program will be created. Those who've lost their job will have 3/4 of their last salary for a year in order for them to find a new job. After the year the ratio will decrease accordingly.

Those are the main ideas, the rest could be added when different political parties come together to put all those stuff on paper so as to draft an African constitution. A highly taxed system like this will have to be very attractive and competitive. Everything will have to be managed beyond any reproach.

For now, most (if not all) of the African countries are corrupted to the bones. So the judiciary system will have to be re-thought. The press will be officially a branch and will have more powers. The press will be the temperature of our society and could do pretty much whatever they want as long as they tell the truth within some boundaries (a pretty damn good privacy law will have to be drafted in order to avoid any major issues with invasion of privacy by paparazzi for example. The French privacy law could be used as a foundation).

The election system will be more like the French one and not the American one which is not a real democracy. There won't be any delegates or electoral college that will vote for the president.

The people choose directly the president without anyone between their votes and the final choice. All the elections will be done every 6 years in the same month (senators, mayors, governors, president....).
The laws will be the same for the 53 countries. If a law X is passed in Zimbabwe it'll be applied in Togo, if it's not absurd to apply it there of course. (e.g : A law concerning the beach won't be applied in a landlocked country.)

So what are your inputs people ?
